As President of the 34th Legislature, she created ad hoc committees that resulted in the passage of the $3.8 billion GERS pension stabilization measure, restoration of government employee salaries, and merger of Fire & EMS. Before entering the Senate, she served as Commissioner of Education and Chief Financial Officer of the Virgin Islands Port Authority — executive leadership roles that gave her direct responsibility for managing the territory's largest agencies and budgets.
