Who Is Donna Frett-Gregory?

Born and raised in St. Thomas, she is a three-term Virgin Islands Senator, former President of the 34th Legislature — the third woman to hold that office — Commissioner of Education, and Chief Financial Officer of the Virgin Islands Port Authority. The daughter of blue-collar workers—a Crucian father and Kittitian mother—Donna has worked across the public sector, private sector, and nonprofit work, building a career defined by fiscal discipline, legislative achievement, and an unwavering commitment to the people of the territory.

Committed to service throughout her life, Donna has served her community through Alpha Kappa Alpha Sorority, Inc. and as founder of the DFG Community Impact Foundation, which supports youth, seniors, and families across the Virgin Islands.

Growing Up in St. Thomas
Raised on St. Thomas in Hospital Ground and the Donoe Housing Community, Donna was shaped by the values of hard work, faith, and community. The daughter of a custodial worker and an auto mechanic, she grew up in a working-class household where every dollar mattered and neighbors looked out for one another.
From a young age, Donna understood the value of responsibility. She ran a small neighborhood shop with her siblings, selling snacks to help cover everyday needs, including school uniforms and supplies. Because she has lived it, Donna understands the challenges families face and the importance of leadership that delivers real results.

Raised on Hard Work and Caribbean Values
The daughter of a Kittitian mother and a Crucian father who made St. Thomas his home, Donna reflects the multicultural and interconnected spirit of the Virgin Islands. Her parents were hardworking people — her mother a custodial worker and cook at the well-known Pilgrim's Terrace, and her father an auto mechanic — who taught her to show up, get things done, and make no excuses.
Those lessons continue to shape Donna's leadership and her belief in a Virgin Islands where everyone willing to contribute, serve, and invest in these islands has the opportunity to call them home.
A Mother and Caretaker
Donna is the mother of four children raised in the Virgin Islands and the proud grandmother of three. As the sole caregiver for her 93-year-old mother during the final years of her life, Donna experienced firsthand the challenges many families face navigating healthcare, elder care, and caregiving. From financial strain to limited healthcare resources, those experiences strengthened her commitment to advancing real solutions for Virgin Islands families.

And she is running because she wants her children and grandchildren to inherit a stronger Virgin Islands — one she raised them in, not one they had to leave. Her experiences as a mother, grandmother, and caregiver have given her firsthand insight into the healthcare, eldercare, and everyday pressures facing Virgin Islands families.
Giving Back to the Community
Beyond elected office, Donna founded the DFG Community Impact Foundation of the Virgin Islands, a nonprofit serving seniors, youth, and families across the U.S. Virgin Islands. She is also a 30+ year member of Alpha Kappa Alpha Sorority, Inc., living the mission of "Service to All Mankind." The foundation reflects a simple belief: that public service doesn't begin or end with a title — it shows up in the way you invest in the people around you, every day.
