Strengthen Crime Prevention

Problem

Violent crime remains a serious concern in the U.S. Virgin Islands, with approximately 35 homicides reported in 2025.

Solution

  • Develop and implement a territory-wide proactive crime prevention strategy
  • Shift to a proactive, data-driven approach by implementing real-time crime tracking and technologies
  • Strengthening interagency coordination, and deploying targeted prevention strategies
  • Expand mental health response units and early intervention programs to address root causes
  • Expand the National Guard’s About Face program across the territory
  • Provide basic resources to the VIPD to support adequate policing
  • Expand the Pre-Cadet Program in high schools to build the next generation of public safety professionals.

Impact

Safer communities, reduced violence, lower incarceration and policing costs, and stronger trust between residents and law enforcement.

Rehabilitation-Focused Corrections

Problem

High incarceration costs, estimated at over $100,000 per inmate annually, combined with limited rehabilitation and reintegration programs, contribute to repeat offenses and strain public resources.

Solution

  • Pilot work-release and training programs
  • Create wraparound services to prevent recidivism
